Position Overview The Technical Program Analyst helps facilitate cyber technology transition at the Air Force Research Laboratory by providing System Engineering and Technical Advisor (SETA) support. This support consists of financial analysis, technical advising (cyber), acquisition support, and administrative functions. Primary Responsibilities • Provide technical and financial program management advisement. • Provide technical and financial program analysis and administrative support. • Perform program management tasks such as: • * monitoring obligation and expenditure rates for each contract • developing and maintaining Phase/Expenditure Plans and Earned Value Management (EVM) • receiving obligation documentation and invoices and ensuring data is posted timely to appropriate systems • performs financial pulls and analysis of obligation and expenditure rates in order to track customer and internal obligation and expenditures of funds • Track invoices and update program financial charts. Build and maintain detailed financial spreadsheets. Track incoming funding, expenditures, award dates and other information. • Review incoming financial documents including but not limited to: Military Interdepartmental Purchase Requests (MIPRs) (DD Form 448), Interagency Agreements (IAA), 7600A/B, Form 9, etc.) for accuracy of information and adherence to applicable regulations, identify issues based upon the needs of the project. • Maintain an incoming financial request form spreadsheet for all funding by program to include funding incoming / outgoing, expenditure rates, and disposition of funds to respective contracts, purchases, and salaries. • Monitor funds programmed, obligated, and expended on supporting BAAs. • Assist in strategic planning, with preparation of technical, financial, and programmatic materials necessary to assist in the development and execution of programs. • Provide budget information; conduct financial analyses; provide execution status; ensure proper use of all funds (active, expired, and cancelled); funds reconciliation; enter and maintain data; and forecasting. • Coordinate dates among principals, technical program briefing schedule, conference room reservation, handouts, clearance coordination, facility access and breaks, luncheons, and receptions as necessary. • Understand and interpret technical concepts and provide technical inputs, prepare, build, and maintain presentation briefings to support the mission of AFRL that accurately and clearly conveys these concepts. • Organize and logistically support Government sponsored events. Basic Qualifications • Minimum 4 years" full time Department of Defense (DoD) Acquisition experience required. Certification from Defense Acquisition University preferred. • Bachelor of Arts or Science preferred and a minimum of 5 years' relevant experience or equivalent combination of education and experience. • Experience with and an understanding of various types of government contracts, contract structure, funds appropriations, and inter-agency governmental funds transfer processes • Experience with and an understanding of DoD Planning, Programing, Budgeting, and Execution (PPBE) • Experience with and an understanding of Technical Portfolio Management • Ability to read, analyze, and interpret financial documents and technical reports. • Ability to effectively present information in several formats including technical financial documents, presentations, status reports etc. • Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical, financial documents. • Active Top Secret clearance.
