Description GovCIO is seeking a Java Developer to support the Pension Benefit Guaranty Corporation (PBGC) by upgrading and transitioning our application infrastructure to the Azure Cloud. This position includes implementing critical system upgrades such as FileNet and integrating new document management technologies like IBM DataCap. Skills • Extensive experience in Java development • Strong background in J2EE, Spring, and Hibernate • Familiarity with Application Development Framework (ADF) • Expertise in Oracle WebLogic, Oracle 19c DB, and WebLogic 14c R2 • Solid understanding of Agile methodologies and tools • Ability to implement and maintain DevOps processes and tools • Familiarity with QA frameworks and testing methodologies Responsibilities • Design, develop, and maintain Java-based applications and services for FileNet and IPS Suite environments. • Upgrade/migrate legacy systems to Azure Cloud, ensuring compatibility, performance, and scalability. • Integrate EBTS applications to support FileNet 5.5.12 and transition to IBM DataCap. • Collaborate on re-engineering applications for Oracle 19c DB and WebLogic 14c R2 in Azure. • Support the software development lifecycle, including testing, implementation, and maintenance. • Develop and sustain DevOps practices for continuous integration and deployment. • Provide ongoing technical support and resolve production issues related to Java applications. • Assist in change management for PBGC employees regarding new technologies. • Participate in Agile project management activities, including sprint planning and retrospectives. Qualifications • Bachelor’s degree in Computer Science, Information Technology, or related field with 12+ years of experience or equivalent. • 12 years of professional experience in Java development. • Experience with FileNet Content Manager and document capture systems like IBM DataCap preferred. • Experience with cloud migration projects, especially to Azure. • Certifications in Java, FileNet, Oracle, WebLogic, or Azure technologies are a plus. • Clearance Required: Public Trust.
